Mark LoMoglio | Tampa Tarpons

Matt Linder

-Physical Description: Below average SP size, lean frame, room for projection especially in lower half
-Mechanical Notes: Starts from extreme 3rd base side.  Turns his back to the batter during leg kick, engages hips. Steps slightly across his body. High ¾ slot. Good rhythm.

-MLB ETA: Late 2020 / 2021
-Present Role (FV): N/A
-Ceiling (FV): 55
-Role Description: Mid-Rotation Starter
-Risk: High

Overall Fastball Value
-Present: 50
-Future: 60
-Comments: Projects to be a plus pitch as he matures and his body fills out.  Good velocity and excellent life (Above average spin rate).  Elevates FB for Ks.

Fastball Velo
-Present: 50
-Future: 60
-Range: 89-92 mph (final start of the season)
-Comments: Quick arm action, clean mechanics and good extension allow him to generate plus velo, despite his size.

Fastball Movement
-Present: 45
-Future: 50
-Comments: Does not exhibit horizontal movement, but its late life gives perception of rising action. Poor GO/AO is a slight concern.

Fastball Command
-Present: 45
-Future: 50
-Comments: Ability to elevate FB with 2 strikes.  Good command armside, but struggled slightly to get FB in on lefties, possibly due to throwing across body.

Curveball
-Present: 50
-Future: 60
-Range: 75-78 mph
-Comments: Power breaking ball.  Bi-planar movement.  Excellent feel for the pitch. He shows good feel to vary the shape and depth on the pitch, mixing a wider variant to expand the zone with two strikes.

Changeup
-Present: 35
-Future: 45
-Range: 84 mph
-Comments: Infrequently used.  Raw, but showed flashes of potentially average.  Kept it down in the zone.  Currently, too firm.

Control
-Present: 45
-Future: 55
-Comments: FB and CB consistently around the plate.  Attacked hitters.  Clean mechanics allow him to repeat delivery

Delivery
-Present: Average
-Future: Plus

Athleticism
-Present: Average
-Future: Average

Pitchability
-Present: Average
-Future: Plus

Mound Presence
-Present: Plus
-Future: Plus

Overall Summary: 2018 was a breakout season for Garcia.  With two plus pitches and above-average control, he possesses the ingredients to be a mid-rotation starter at the MLB.  Inherent risk with a teenage pitcher with below average size.
